The FISC's April 2022 opinion, declassified May 2023, counted more than 278,000 improper US-person queries in the year to November 2021, out of nearly 3.4 million US-person queries in 2021, dropping to about 204,000 in the year to November 2022 after remediation; the improper set included a batch query of 19,000 donors to a congressional campaign and queries on identifiers of more than 100 Black Lives Matter protesters and of January 6 and George Floyd protest participants.
